The History:
The Congress, organized jointly by the Russian Union of Industrialists and Entrepreneurs (Employers) and the Russian Academy of Sciences has been held annually since 1999.
The subject-matter of the Congress includes oil and gas industry development issues, present state of the mineral resources reserves, aspects of hydrocarbon stocks processing, investments attraction, development and perfection of the legal and governmental regulation of the sphere, efficiency of the mineral recourses usage in various industrial areas, business-processes optimization, international cooperation in the energy sector, as well as ecological issues.
Within the framework of the Congresses the leading scientists of Russia, foreign energy specialists, heads of the major oil and gas companies and representatives of international organizations, governmental structures and regional administrations share their opinions and views on the foregoing topics.
Organizers:
The Russian Union of Industrialists and Entrepreneurs (Employers) is the largest association of businessmen in Russia. 5000 collective members of the Union produce 80 % of industrial output in Russia. The Union is represented in all 89 regions of the country.
The Russian Academy of Sciences (RAS) was founded in 1724 by Russian Tsar Petr the First. Since then it has been a stronghold of basic science in Russia. Nowadays the Academy submits to the President and Government of Russia annual reports of the scientific research made and proposals of the priority scientific development directions.
The International Energy Agency (IEA) is an independent noncommercial organization aimed at prevention of the fuel crises in different world regions and the coordination of the states' power and energy policy. The Agency unites 26 countries.
Partners:
GAZPROM is the largest producer and exporter of natural gas in Russia. The company exists since 1992. Its share in the world explored gas reserves amounts about 20%, and 60% in the Russian ones. GAZPROM produces 90 % of gas in Russia.
LUKOIL is one of the world's largest private oil company. Its share on the Russian oil market comes to 20 % of all-Russian oil extraction and 18 % of all-Russian oil refining.
TRANSNEFT-Russian open joint stock oil transportation company, dealing with oil piping, coordination and management of oil transportation through long-distance oil pipelines to refineries in Russia and abroad.

Aims of the Congress:
The Congress has been created to combine efforts of business and science in resolving state of the art problems of the world energy complex:
- to develop international energy collaboration
- to improve international structure of energy resources demand
- to coordinate energy policy of various countries
- to elaborate efficient energy usage programs
- to extend energy transportation infrastructure
- to exchange opinion and experience between oil and gas producers, suppliers and recipients, between scientists and entrepreneurs, government and business
- to build a perfect platform for the Russian and foreign energy specialists to create an effective strategy of further Russian-European energy interaction
Significance of the Congress.
Russia is a major player on the hydrocarbon scene with the world's largest natural gas reserves (32% of the total) and 5 % of the world oil reserves. Because of its geographical position, between Europe and Asia, Russia has a strategic position for oil exports.
Understanding of the increasing importance of Russia as oil exporter is a prime consideration for the political, scientific and business circles. The Russian energy sector now needs reasonable reformation in order to increase its efficiency, transparency and investment attractiveness.
Taking into account that European countries have for a long time been consumers of the Russian energy resources, the expansion and consolidation of Russian-European energy relations takes on special significance.
